... but when did RIC start making the 4003 series?

I'm the proud owner of 2 of the beasts - a JetGlo from 2003, and a Montezuma Brown I've had the odd problem with from 2004. Other than my Crafter electro-acoustic, I refuse to play anything else live. (Although I admit I did use another 3 basses recording our album last year, and I do own a stupid number of basses.)

Hope someone can help me with this question.

Sorry, but I believe that date to be mid/late 1979. Anyone?

That sounds right to me. I know they existed in '80. I had two 4003 basses from '81.

According to rickbeat.com (you all really need to check that site out!) the 4003 was introduced in 1979 as the "roundwound" capable bass.
It replaced the 4001 entirely in 1986 - again according to rickbeat.

I'm pretty sure The Vapors bass player had a 4003, and they date from the late 70's ("Turning Japanese" was the big hit). "Letter from Hiro" has a great bass line and 4003 sound. Check it out.

Well, a lot of people on ebay get it wrong, too. For example, claiming to have a 1996 4001... just... no...

Admittedly, the fact that the 4003 and 4001 did coexist for a couple years can be a bit confusing, in addition to the fact that they two basses look almost exactly alike.
